That means the all the services have yet to load completely. Please wait a while until all the services have been loaded successfully. This usually happens when you just powered on your ESX server and you tried to manage remotely through vSphere Client.

Your remote router cannot handle more than one connection at a given time. You need to upgrade your router with one that can handle more than one computer at a time. Make sure the router meets your user amount needs.
