VT-x/AMD-V hardware acceleration has been enabled, but is not operational. Your 64-bit guest will fail to detect a 64-bit CPU and will not be able to boot.
Please ensure that you have enabled VT-x/AMD-V properly in the BIOS of your host computer
I have ticked Enable VT-x/AMD-V but got the error message when I tried to boot the Windows 7 64-bit as a guest using Sun VirtualBox 3.0.8

enable vt-x amd-v
The solution to this problem is actually upgrading my BIOS from A03 to A05 update released last week for Dell 1440. After updating the BIOS, I re-enabled the Intel Virtualization support in the boot setup. It worked like a charm after that. So why don’t you try to check if there is a BIOS update for you motherboard first.

Finally, Windows 7 is coming out today. Since I just purchase the new notebook Dell Inspiron 14 to replace my faulty Dell 600m last month, I am eligible for free upgrade to Windows 7. I was told that I need to pay USD 25 for shipping but I found out that I don’t have to pay anything. It’s really “free”. Free upgrade is available until 31 Dec 2009.
Alternatively, you can get copy Win 7 RTM with no activation and no expiry date. It’s in the wild quite sometime about 2 months ago.
Just a reminder that the Windows 7 Beta trial is winding down fast. The trial period ends July 1, 2009, at which time your beta will start to reboot every 2 hours and expire completely on August 1, 2009. There is still time to get the Windows 7 RC download. The program closes on August 15, 2009.
Backup your data and convert to Windows 7 now.
